I called Disney a few days ago to ask them the same question. In her vague way, the lady I spoke with told me that it is a promotion they have run around the month of September for the past few years, and that it is likely they will offer the same deal again. She suggested I try calling back or visiting the website in May or June, as those are the months when the advertising for the special promotion comes out. She also suggested that I go ahead and book my room, and that I could add the free dining at a later date.
